SPECIAL MEETING | January 28, 2020


ACKLEY CITY COUNCIL met in special session January 28, 2020 in the Ackley City Hall Council Chambers with Mayor Pat Daggs presiding.

The meeting was called to order at 3:00 p.m.

Council members present: Mike Abbas, Judy Crawford, Pat Hurt. Absent: Joe Wessels. Quorum present.

Abbas moved, Hurt seconded, to approve the January 28, 2020 Agenda as listed. Ayes-3. Motion carried.

Hurt moved, Crawford seconded, to go into closed session at 3:02 p.m. under Code Section 21.5(1)(c). Roll call vote: Ayes-Crawford, Hurt, Abbas; Absent-Wessels. Motion carried. Hurt moved, Abbas seconded, to end the closed session and return to open session at 3:24 p.m. Ayes-3. Motion carried.

No action was taken regarding closed session discussion.

Hurt moved, Crawford seconded, to approve the Sanitary Sewer Continuing Improvement Plan Engineer’s Report. Ayes-3. Motion carried.

Crawford moved, Abbas seconded, to adopt Resolution No. 20-07 Promoting Kendall Meyer to Public Works Supervisor. Roll call vote: Ayes- Hurt, Crawford, Abbas; Absent-Wessels. Motion carried.

Two options were presented for security cameras at the police station and city hall. Mayor Daggs explained that with the Hawkeye Communication option they would do the install, backup, and provide maintenance if we have issues. The other option with Maximum Sight & Sound was more expensive at $6,155.71. Hurt moved, Abbas seconded, to approve the purchase of security cameras from Hawkeye Communication for $3,913 and a maintenance agreement for $115 per month. Ayes-3. Motion carried.

Hurt moved, Crawford seconded, to appoint rather than hold a special election to fill the council vacancy. Ayes-3. Motion carried.

After a lengthy discussion on possible projects to spend the proceeds from the new GO loan, council proposed to spend the $1,050,000 on a new ambulance building, baby pool and splash pad, repairs and improvements to the municipal building, church demolition, street lights and city beautification, repaving N. Butler Street, and other street projects to be determined later.

Council worked on the proposed FY21 budget. Crawford moved, Hurt seconded, to allocate $48,553 for Library purposes for FY21. Ayes-3. Motion carried. Abbas moved, Hurt seconded, to set a public hearing for Proposed Property Tax Levy for Fiscal Year Ending June 30, 2021 for February 19th , 2020 at 5:00 p.m. Ayes-3. Motion carried.

With no further discussion, Hurt moved, Crawford seconded, to adjourn at 7:22 p.m. Ayes-3. Motion carried.
