ACKLEY CITY COUNCIL met in special session March 5, 2018 in the City Hall Council Chambers with Mayor Erik Graham presiding. The meeting was called to order at 5:17 p.m. Council members present: Pat Daggs, Pat Hurt, Al Jones, Joe Wessels, and Judy Crawford. Absent: None. Quorum present.
Hurt moved, Jones seconded, to approve the March 5, 2018 Agenda as listed. Ayes-All. Motion carried.
Discussion was held regarding the FY19 Proposed Budget. Crawford pointed out that the proposed budget would raise property taxes by $.34 per thousand dollars, which for the average property owner would be about $20.00. Clerk Kelly DeBerg stated that while it was a slight increase over last year, it was still lower than it had been in many years prior. DeBerg also reminded the Council that the general fund is unhealthy, and that they had previously approved this proposed budget. She further explained, however, that changes could still be made, but the purpose of Council approving the proposed budget previously is so that at this point changes would no longer be needed as we approach the deadline to submit the budget. Daggs reiterated that the increase would only be $10.00 per tax payment on average, and that the City needs to be more aggressive because they haven’t always been in the past. Daggs moved, Hurt seconded, to adopt Resolution No. 18-05 Adopting FY19 Budget. Roll call vote: Ayes-Hurt, Jones, Wessels, Daggs. Nays-Crawford. Motion carried.
Hurt moved, Jones seconded, to adopt Resolution No. 18-06 Authorizing FY19 Budgeted Transfers. Roll call vote: Ayes-All. Motion carried.
Wessels moved, Jones seconded to approve the liquor license for The American Legion Post #252. Ayes-All. Motion carried.
With no further discussion, Crawford moved, Wessels seconded, to adjourn at 5:27 p.m. Ayes-All. Motion carried.
